AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SIERRA MADRE AMENDING MUNICIPAL CODE 
CHAPTER 17.20 – ONE FAMILY RESIDENTIAL, CHAPTER 17.24 – TWO-FAMILY RESIDENTIAL, CHAPTER 
17.30 – RESIDENTIAL CANYON, CHAPTER 17.52 – HILLSIDE MANAGEMENT ZONE, CHAPTER 17.28 – 
MULTIPLE FAMILY RESIDENTIAL, CHAPTER 17.36 – COMMERCIAL, CHAPTER 17.40 - MANUFACTURING, 
AND CHAPTER 17.08 – ZONING DEFINITIONS. 
The purpose of Ordinance No. 1352 is to implement Senate Bill 2 requirements which were incorporated as a program 
objective in the 2008-2014 Housing Element approved by the City Council (June 2013). The amendments would allow 1) 
transitional and supportive housing in all zones where residential uses are allowed, including R-1 (One Family Residential), 
R-2 (Two-Family Residential), R-3 (Multiple Family Residential), R-C (Residential Canyon), HMZ (Hillside Management 
Zone) and C (Commercial) Zones, subject to the same development standards as other residential uses permitted in these 
zones; 2) identify emergency shelters as a by right, permitted use in the M Zone (Manufacturing), subject to the same 
development standards as other uses permitted in the M Zone, and include specific standards for emergency shelters pursuant 
to Senate Bill 2; and 3) amend Chapter 17.08 (Zoning Definitions) to revise the existing definitions of transitional housing 
and emergency shelters, and add a definition of supportive housing. 
On January 28, 2014, the City Council approved Ordinance No. 1352 for first reading as amended to revise the total number 
of beds in an emergency shelter for homeless persons to no more than 8(eight) beds for no more than 8(eight) persons and 
a cumulative total number of beds permitted in the M Zone not to exceed 8(eight). An Initial Study was prepared for the 
2008-2014 Housing Element in accordance with the City’s guidelines implementing the California Environmental Quality 
Act (CEQA). This Initial Study was undertaken for the purpose of deciding whether the measures identified in the Housing 
Element to fulfill the City’s RHNA allocation may have a significant effect on the environment. On the basis of the Initial 
Study, it was determined that they will not have a significant effect on the environment, and a Negative Declaration was 
adopted by the City Council on January 28, 2014. 
On January 28, 2014, Ordinance No. 1352 was introduced by the City Council for first reading at a public hearing. This
