SMPD PRESENTS INFORMATIVE
ACTIVE SHOOTER WORKSHOP

LET US NEVER FORGET

It could happen in your backyard.
That is the message that members of
the Sierra Madre Police Department
wanted to convey to residents who
were in attendance at the Active
Shooter Workshop recently held.
As quiet as Sierra Madre is, one
cannot rule out the possibility
that the town may become victim
to some unimaginable violent act
and SMPD attempted to inform
residents what to do should
that happen here, at your job or
anywhere.

(SMPD Reserve Officer BenPalmer, left)

The information provided was
greatly appreciated, especially the
fact that, according to one attendee,
"....it didn't scare me to death".

Joan and Emmet McGuire submitted the following to MVNews:

"We are writing to inform the Sierra Madre Community about an
extraordinary opportunity we had on Tuesday, September 6 – and
that anyone else can also have.

Provided by the Sierra Madre Police Department, it was a
presentation on how to respond should you find yourself in an “active
shooter” situation, such as we have seen on the news so often in recent
times.

For over ninety minutes, using video and live speakers, Officer Ben
Palmer walked us through the details of a number of these violent
scenarios that actually occurred over the last dozen years, and coached
us in the safest and most effective possible ways to survive them.

Basically, the choices of “Run – Hide – Fight” were examined and
discussed in (frequently dramatic) detail.

 Officer Palmer is an extremely compelling and professional presenter;
the audience responded to him enthusiastically with questions and
comments, and the evening was thoroughly captivating as a result.

Chief Giannone has promised that this presentation can be repeated
any time sufficient demand for it arises, so…CALL HIM. For yourself
and your family, you really don’t want to miss out on this.

Thanks, and many thanks to the Sierra Madre Police Department."

On Sunday, September 11, 2016, Sierra Madre’s First Responders - The Sierra Madre Police, Fire Departments, along
with several residents honored the memory of those who lost their lives fifteen years ago. Led by SMPD Public Safety
Director - Police Chief Larry Giannone and SMFD Chief Steve Heydorff, silence was observed and all officers stood
at attention as the Verdugo Emergency System commemorated the precise time when the last World Trade Center
collasped.

The following Tuesday, the Sierra Madre Kiwanis Club held a luncheon for members of SMPD, SMFD,SM Paramedics,
CERT in appreciation for their willingness to put their lives on the line in order to save lives and preserve the quality
of life in Sierra Madre. The VFW 3208 was also thanked for their past service at the luncheon. Photo by Bill Coburn

City of Sierra Madre

PUBLIC HEARING NOTICE

From: The City of Sierra Madre

Subject: SUMMARY ORDINANCE 1379, MUNICIPAL CODE TEXT AMENDMENT 16-03:
AMENDMENTS TO THE DEFINTIONS ORDINANCE (CHAPTER 17.08) AND R-1 ONE

FAMILY RESIDENTIAL ZONE ORDINANCE (CHAPTER 17.20) OF THE SIERRA MADRE

 MUNICIPAL CODE

Applicant: City of Sierra Madre

Project Location: Properties in the City of Sierra Madre, County of Los Angeles, State of California

On September 13, 2016 the City Council of the City of Sierra Madre introduced for first reading recommending adoption
of Ordinance 1379 amending Chapter 17.08 (“Definitions”), Section 17.08.020 (“Words, terms, phrases defined”);
Chapter 17.20 (“R-1 One Family Residential Zone”), Section 17.20.100 (“Newly created lots – Rear lot line width”),
Section 17.20.110 (“Newly created lots – Minimum average width”), Section 17.20.115 (“Flag lots and exclusive access
easements - Prohibited”), and Section 17.20.125 (“Allowable gross floor area”). The revisions to Chapter 17.20 include the
establishment of a maximum allowable floor area specific to new lots and lots reconfigured through lot line adjustments.
The amendments introduce new minor lot line adjustment provisions, new requirements for minimum frontage for
lots located at the end of a cul-de-sac and for lots accessed by a shared private driveway, new diagrams illustrating
the requirements for lots accessed by a shared driveway and prohibited/permitted lot configurations for lot splits, and
elimination of flood control easement areas in the computation of lot area for purposes of calculating maximum allowable
floor area.

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a second
reading of Ordinance 1379 at the September 27, 2016 City Council Meeting at 6:30 PM, in the City Council Chambers
at 232 W. Sierra Madre Boulevard. All interested persons may attend this meeting and the City Council will hear them
with respect thereto.

This summary is published pursuant to Government Code Section 36933(c)(1) and a full and complete certified copy of the
text of Ordinance 1379 is available at the Sierra Madre City Manager’s Office located at City of Sierra Madre City Hall,
232 W. Sierra Madre Blvd., Sierra Madre, CA. For further information on this subject, please contact the Planning and
Community Preservation Department at (626) 355-7138.

ENVIRONMENTAL DETERMINATION: The project qualifies for an exemption from the California Environmental Quality
Act review pursuant to Title 14, Section 15061(b)(3) of the California Code of Regulations as it can be seen with certainty
that there is no possibility the adoption of this Ordinance may have a significant effect on the environment, because it will
impose greater limitations on development in the City and protect the aesthetic character of Sierra Madre, thereby serving to
reduce potential significant adverse environmental impacts.

APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising
the issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled
public hearing. For further information on this subject, please contact the Planning and Community Preservation Department
at (626) 355-7138.
