Devil's Gate Dam Project Approved


 
Pasadena police detectives 
arrested a man last week 
suspected in steeling 
numerous expensive 
guitars from across the 
San Fernando Valley and 
Pasadena.

 According to police, 
Enrique Velasco, a paroleeat-
large and alleged career 
criminal, was wanted in 
connection with a string 
of expensive guitar thefts 
from guitar stores. Velasco 
is suspected of brazenly 
walking out without 
paying for the guitars and 
pawning them for cash.

 Detectives from Pasadena, 
LAPD North Hollywood 
and LAPD Topanga 
Division had suspected 
Velasco since September. 
With the help of store 
owners, who exchanged 
surveillance photos of 
Velasco and his getaway 
car with each other and 
the police, a break in the 
case came when a camera 
caught his full license 
plate number. The license 
plate came back to an 
acquaintance of Velasco’s 
in North Hollywood. 

 Police took Velasco, and 
a female accomplice, into 
custody November 1, at 
motel in Sun Valley. Police 
also said that evidence 
was recovered, including a 
guitar, drugs, and money. 

 The Los Angeles County 
District Attorney’s Office 
filed six felony counts 
against Velasco, including 
Grand Theft, Identity 
Theft, and Identity Theftw/ “Ten or more Victims.” 
Velasco’s bail has been set 
at $120,000.00.

 The embattled Devil’s Gate 
Dam sediment removal plan 
took a step forward Tuesday 
after the Los Angeles County 
Board of Supervisors voted 
unanimously in favor of a 
scaled down version that trims 
700,000 cubic yards of sediment 
removal, prioritizes safety and 
environmental factors. 

 The sediment collected by the 
dam is known as Pasadena’s 
Hahamongna Watershed Park.
New amendments and a 
motion by Supervisor Kathryn 
Barger called for a maximum 
sediment removal of 1.7 Million 
cubic yards, full funding for 
the Arroyo Seco Ecosystem 
Restoration Study, watershed 
improvements, and an early 
warning system for similar 
flood control facilities across LA 
County. 

 “This modified approach 
prioritizes safety, addresses 
environmental concerns and 
mitigates disruption for our 
local residents,” Barger said

county to revisit the issue.

 According to Barger’s staff, 
the motion further called for 
coordination with the City of 
Pasadena on storm water capture 
and groundwater replenishment 
as well as the development of an 
early warning system to notify 
downstream residents and 
businesses of any issues related 
to similar Los Angeles County 
Flood Control District facilities.

 Barger also directed Public 
Works to work with the Army 
Corps of Engineers on the 
completion of the Arroyo 
Seco Ecosystem Restoration 
Study, which will identify 
opportunities for aquatic and 
riparian restoration along a 10mile 
reach of the Arroyo Seco 
downstream of Devil’s Gate 
Dam. 

Both Pasadena Mayor 
Terry Tornek and Arroyo 
Seco Foundation Managing 
Director Tim Brick said they 
were optimistic about the 
changes. Tornek said Barger’s 
amendments were in the right 
direction in fulfilling requests 
made by the city.

 Representatives of the Arroyo 
Seco Foundation said the new 
amendments still need to 
reviewed again by Chalfant. 
If approved, the $100 million 
project will start next year and 
could take up to five years.
