It’s that special time of year again, but before 
searching the sky for eight flying reindeer and 
before we toast to a better year in 2022, the annual 
reorganization process takes place in Sierra 
Madre. 

City Council met on December 14 before a 
small handful of people for the year’s final meeting 
and announced the leadership changes to 
take us into the New Year. 

City ManagerFirst on the docket was the approval of an employment 
agreement for a new City Manager. 
In July 2021, City Manager Gabe Engeland resigned 
to seek a new venture in Los Altos. Since 
then, Jose Reynoso has served as interim CityManager. On November 2, 2021, after reviewing 
potential candidates in a closed session 
with City Council, Mayor Rachelle Arizmendi 
recommended City Attorney Aleks Giragosian 
draft an employment agreement for Reynoso. 

City Council unanimously approved the employment 
agreement for the new City Manager,
Jose Reynoso. It is an indefinite term and one of 
only two positions appointed by the City Council, 
the other being City Attorney. 

Mayor and Mayor Pro TemporeMayor Arizmendi, along with the other Council 
Members, honored Mayor Pro Tem, Gene 
Goss, for his continued service this past year as 
he heads into his final year as part of the Coun


cil. Goss previously served as Mayor in 2016 
and has been on the Council since 2014. In addition, 
Mayor Arizmendi was also honored for 
her service this past year, which included facing 
a pandemic in California, the epicenter. There 
were shutdowns causing businesses to struggle 
as a result. The mayor’s first challenges included 
conducting City business over Zoom and later 
in sometimes cold, rainy, outdoor settings. She 
approved for permit-free extended, outdoor 
dining for restaurants and awarded funds to 
help businesses crippled by COVID shutdowns. 
The mayor was honored by Senator Anthony 
Portantino, Assembly Member Chris Holden, 
and the Sierra Madre Chamber of Commerce. 

After all the commemorations were over, it was 
time to look toward 2022. Not two minutes after 
receiving great praise for her term, Mayor 
Arizmendi rose from her center seat, and Gene 
Goss took the oath and became the next Mayor 
of Sierra Madre. Council Member Edward Garcia, 
who is new to the Council this year, followed 
suit and took his oath to become mayor 
Pro Tem. 

The Mayoral roles are ceremonial and change 
every year. These appointments directly impact 
the City’s liaison appointment to the Los 
Angeles County Sanitation District as the 
City’s primary and secondary voting delegate, 
respectively. 

Mayor Gene Goss then ended the meeting and 
the year for City Council. Copies of his report
