A special session was held on Thursday, September 16, to decide the fate of 
“The Meadows at Bailey Canyon” project on the grounds of the Monastery 
at Mater Dolorosa. 
It has been a grueling process for the Planning Commission, City Council, 
and the developers at New Urban West, with a ton of pushback from the 
community to the point of a ballot measure to appear in November for a 
vote. 
After years of rumors and many months of discussions, revisions, gridlock, 
and some raised voices, The Planning Commission approved the project 
with some agreed-upon modifications by the developers on August 18,2022 (Resolutions 22-10, 22-11). The City Council is now faced with the 
following actions: 
1. Certify the Environmental Impact Report (EIR)
2. Adopt CEQA Findings of Fact 
3. Adopt the Mitigation Monitoring and Reporting Program 
4. Approve amendments to the General Plan and Land Use 
Map to change the project site from Institutional to Single-FamilyResidential 
5. Approve the Lot Line Adjustment. 
There are also actions under City Council Ordinance 1461 and Plan-
ning Commission Resolution 22-11, which are the following: 
1. Approve amendments to the Zoning Code and ZoningMap to change the project site from Institutional to Single-FamilyResidential 
2. Approve the Specific Plan 
3. Approve the Development Agreement. 
The project plans include building 42 residential houses and a 3-acre 
recreation park open to the public. Those for the project say it will be 
good for the Passionists as the money from purchasing these homes 
will help finance the well-being of the retired priests, and the new 
homeowners will be consumers and taxpayers within Sierra Madre. 
In addition, the homes will be energy and water efficient, there is a 
plan for water retention, parts of the property will remain as open 
space, and the community will benefit from the park. 
Those community members against the project still maintain that 
water usage will be an issue, drought conditions, fire danger, block-
ing views of the hillside, noise, removal of trees, privacy, and in-
creased traffic concerns. A few community members successfully 
obtained enough signatures to get an Initiative Measure which will 
appear on the General Election Ballot on November 8. If the mea-
sure passes, the zoning at the Monastery parcel and any subdivisions 
would change from Institutional to Hillside Residential, spoilingMater Dolorosa’s future building ambitions for possible a shrine, ex-
panded retreat area, and gardens or paths. 
It has been a battle in this community for some time, and the Cityfears the possible legal repercussions if this Measure passes in 
November. 
To a packed house, City Attorney Aleks Giragosian and Jonathan 
Frankel of New Urban West, Inc., gave presentations during the 
public hearing. Giragosian highlighted the legal responsibilities of 
all parties and summarized the Planning Commission recommenda-
tions and changes initiated. Frankel provided some background on 
New Urban West’s homebuilding history and was available to answer 
questions throughout the discussion by City Council, which lasted 
over an hour. 
After a short recess, community members had their chance to comment, 
and there was no shortage of takers speaking for and against “The Mead-
ows” project. Public comment lasted just about an hour before a second 
break was needed, and then it continued for another 20 minutes before it 
came back to City Council for a vote. 
But, instead of a vote, the public and developers were handed yet another 
cliffhanger, as Mayor Gene Goss and Council Members requested more 
time to review the information before and extend this public hearing to 
another date where they will tackle the eight action items at hand.
