PROPERTY REGISTRATION REQUIREMENT 
Applicant: City of Sierra MadreProject Location: Properties in the City of Sierra Madre, County of Los Angeles, State of California 
The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a public 
hearing to consider adoption of Municipal Code Text Amendment 17-05 amending Title 8 of the Health and Safety Code 
establishing Chapter 8.18 – Vacant Residential Property Registration Requirement. The purpose of the amendment is to 
establish a registration program for vacant properties in the R-1 Zone (Single Family Residential), R-2 Zone (Two Family 
Residential), Hillside Management Zone, and Residential Canyon Zone. The purpose of the requirement is to protect 
neighborhoods from the effects of vacant properties that are not adequately maintained and to address health and safety 
issues that may arise at the property. The registration requirement will identify three responsible parties that can respond 
to health and safety code violations. 
At the meeting on August 17, 2017, the Planning Commission conducted a public hearing and recommended to the City 
Council adoption of MCTA 17-05.

ENVIRONMENTAL DETERMINATION The Municipal Code Text Amendment is exempt from the California 
Environmental Quality Act (“CEQA”) pursuant to CEQA Guidelines §§ 15060(c)(2), 15060(c)(3), and 15061(b)(3). The 
Ordinance will not result in a direct or reasonably foreseeable indirect physical change in the environment; the ordinance 
does not involve a “project” as defined by Section 15378; and the ordinance is covered by the general rule that CEQA applies 
only to projects that have the potential for causing a significant effect on the environment. Therefore, it may be seen with 
certainty that there is no possibility this ordinance will have a significant effect on the environment. 
APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising 
the issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled

in 2010, she was also an active member of the Sierra 
Madre Friends of the Library Board where she was 
named Director Emeritus, a devoted member of Sierra 
Madre United Methodist Church, past Scout Leader, 
strong supporter of the Sierra Madre Environmental 
Action Council and much, much more. 

When Fran was Older American of the Year, the national 
theme was, “Age Strong! Live Strong!”, a motto certainlyappropriate for the effervescent, ever busy Garbaccio. 

A former Sunday School student of Fran's remembered 
her with this statement, " She was the epitome of Mother 
Teresa’s quote, “ Not all of us can do great things. But we 
can do small things with great love.” 

To quote another friend, “We have lost a loving, 
hardworking, intelligent woman”. 

Born in Paterson, New Jersey, she is survived by a very 
loving family both near and far. 

Fran Garbaccio will certainly be missed by family and 
friends, especially those friends in Sierra Madre.

ORDINANCE NO. 1393 
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SIERRA MADRE,
CALIFORNIA, APPROVING THE JOINT POWERS AGREEMENT FOR LOS ANGELESCOMMUNITY CHOICE ENERGY AND AUTHORIZING THE IMPLEMENTATION OF 
A COMMUNITY CHOICE AGGREGATION PROGRAM 
WHEREAS, the City of Sierra Madre (City) has been actively investigating options to provide electric services to constituents 
within its service area with the intent of achieving greater local involvement over the provisions of electric services and 
promoting competitive and renewable energy; andWHEREAS, on September 24, 2002, the Governor signed into law Assembly Bill 117 (Act), which authorizes any California 
city or county, whose governing body so elects, to combine the electricity of its residents and businesses in a community-wide 
electricity aggregation program known as Community Choice Aggregation; andWHEREAS, the Act expressly authorizes participation in a Community Choice Aggregation (CCA) program through a joint 
powers agency, and to this end the County of Los Angeles (County) has been participating since 2015 in the evaluation of a 
CCA program for the County and the cities and towns within it; andWHEREAS, through Docket No. R.03-10-003, the California Public Utilities Commission has issued various decisions 
and rulings addressing the implementation of CCA programs, including the recent issuance of a procedure by which the 
California Public Utilities Commission will review “Implementation Plans”, which are required for submittal under the Act 
as the means of describing the CCA program and assuring compliance with various elements contained in the Act; andWHEREAS, representatives from the City along with representative of its JPA partners have developed the Los Angeles 
Community Choice Energy Authority Joint Powers Agreement (JPA) in order to accomplish the following: (a) To form 
a Joint Powers Authority known as “Los Angeles Community Choice Energy” (LACCE) and (b) To specify the terms and 
conditions by which participants may participate as a group in energy programs, including but not limited to the preliminary 
implementation of a Community Choice Aggregation program.
WHEREAS, representatives from the City along with its partner JPA members have reviewed a Business Plan that describes 
the formation of Los Angeles Community Choice Energy and the Community Choice Aggregation program to be implemented 
by and through the LACCE Authority; andWHEREAS, a final Implementation Plan will be submitted for review and adoption by the Board of Directors of the LACCE 
Authority as soon after the formation fo the Authority is reasonably practicable; andWHEREAS, as described in the Business Plan, Community Choice Aggregation by and through the LACCE Authority 
appears to provide a reasonable opportunity to accomplish all of the following:
(a) To provide greater levels of local involvement in and collaboration on energy decisions,
(b) To increase significantly the amount of renewable energy available to LACCE energy 
customers, 
(c) To provide initial price stability, long-term electricity cost savings and other benefits for thecommunity, and 
(d) to reduce greenhouse gases that are emitted by creating electricity for the community. 
WHEREAS, this Act requires Community Choice Aggregation program participants to individually adopt an ordinance 
electing to implement a Community Choice Aggregation program within its jurisdiction by and through its participation in 
the LACCE Authority; andWHEREAS, the Joint Powers Agreement expressly allows the City to withdraw its membership in the LACCE Authority 
(and its participation in the Community Choice Aggregation Program) prior to the actual implementation of a Community 
Choice Aggregation Program through Program Agreement. . 
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SIERRA MADRE, CALIFORNA, DOES HEREBY 
ORDAIN AS FOLLOWS: SECTION 1. This ordinance shall take effect thirty (30) days after its final passage, and within 
fifteen (15) days after its passage, the City Clerk of the City of Sierra Madre shall certify to the passage and adoption of this 
ordinance and to its approval by the Mayor and City Council and shall cause the same to be published in a newspaper in the 
manner required by law. PASSED, APPROVED, AND ADOPTED ON this 24th day of October.

NOMINATIONS SOUGHT

 Each year, the City of Sierra Madre and the Sierra Madre Chamber of Commerce honor those organizations 
and individuals that work tirelessly to make Sierra Madre a wonderful place to live, work and play!
In the past there have been two separate events – Sierra Madre Honors at Alverno and The Citizen of TheYear Dinner. This year those events will become one very special evening! 

The event will be held on December 7, 2017 in the Sierra Madre Room at the Recreation Center, 611 E. 
Sierra Madre Blvd., Sierra Madre. 

In addition to recognizing those who currently serve on City Boards, Committees and Commissions, andinstalling the newly appointed, the public is invited to nominate the recipients of the following awards: 

Sierra Madre Citizen of the Year for residents who have benefited the city during 2017 as a volunteer.
Sierra Madre Business of the Year for an outstanding business existing in Sierra Madre for more than 5years that has been an active supporter of the community.
The George Maurer Lifetime Achievement Award for a person/entity whose lifetime of service embodies 
the spirit of volunteerism.
The Wistaria Award recognizing a City/Community Partnership that assists with providing community 
wide programs and servicesThe Mayor’s Special Award for outstanding service and duty to the community. 
The Public Safety Award for an employee/individual for protecting and maintaining safety in Sierra 
Madre.
