The Safety of the public is our prime concern.” The grant will provide additional pro- grams and resources, including: DUI patrols focused on stopping sus- pected impaired dri vers High visibility distracted driv ing enforcement operations targetingdrivers in violation of California’s hands free cell phone law Enforcement operations focused on the most dangerous driver behaviors that put the safety of people biking or walking at risk. Enforcement operations focused on top violations that cause crashes: speeding , failure to yield , stop sign and/or red light running and improper turning or lane changes. Community presentations on traf- fic safety issues such as distracted driving, impaired driving , speed ing , bicycle and pedestrian safety. Officer training and/or recertifica- tion : Standard Field Sobriety Test (SFST), Advanced Roadside Impaired DrivingEnforcement (ARIDE) and Drug Rec- ognition Expert (DRE) The grant program will run through September 2023. Funding for this program was pro- vided by a grant from the Califor- nia Office of Traffic Safety through the National Highway Traffic SafetyAdministration. LOWE, GOSS AND GARCIA ELECTED MEASURE HR DEFEATED In the alternative, proponents submitted signatures to overturn Ordinance 1461 which paved the way for The Meadows Project to proceed According to the LA County Registrar of Vot- ers as of 11:00 pm on Friday, November 11, 2022 the hotly contested Measure HR was on its way to defeat by a wide margin. The unofficial tally shows the YES on Measure HR with 1,420 votes 40.33% and NO on Measure HR with 2,101 votes (59.67%. The loss was not a deterrent to those who want to stop the Meadows at Bailey Canyon project, however, as signature gathering began before the election to place a referendum on the Ballot against the Council's approval of the project. Signatures were turned into the City Clerk's of- fice on Thursday. If enough signatures are ver- fied as valid, the council can choose to rescind the Ordinance or call for a special election to place the referendum before the voters. A summary of the referendum that was used to solicit signatures stated: "SUMMARY OF REFERENDUM AGAINST ORDINANCE NO. 1461 This is a referendum on whether Sierra Madre City Council Ordinance No. 1461 should be- come effective. Ordinance No. 1461 (1) approves a Zoning Map Amendment; (2) approves a Spe- cific Plan and (3) approves a Development Agree- ment for The Meadows at Bailey Canyon Project located at 700 North Sunnyside Avenue in the City of Sierra Madre. Ordinance 1461 would rezone and develop 17 acres ofland on a parcel owned by the Passion- ists in the northwest comer of Sierra Madre, ad- jacent to the San Gabriel Mountains. The ZoningMap Amendment would rezone the land from Institutional to R-1 Single Family Residential with a Specific Plan Overlay. The Specific Plan would facilitate the construction and design of the development and its 42 houses, regulated onlyby the terms of the Specific Plan. The Development agreement sets forth the terms of development agreed on between the developer and the City. It includes a requirement that the Developer obtain County approval of a plan to include a portion of Bailey Canyon Wil- derness park, owned by Los Angeles County as part of the planned Offsite development of West Carter Avenue, before a Tentative Tract Map will be approved. If you sign this petition, you will support mak- ing the Sierra Madre City Council either repeal Ordinance No. 1461 or submit the Ordinance to the voters for approval. If you do not sign this petition, you will support allowing the Si- erra Madre City Council Ordinance No. 1461 to become effective without voter approval. The City Attorney prepared an impartial anal- ysis of the referendum which you can read on page 14 of this edition. S. Henderson/MVNews Lifelong Sierra Madrean Kris Lowe, Cur- rent Mayor Gene Goss and Current Mayor Pro Tem Edward Garcia will serve the next 4 years on the Sierra Madre City Council. Lowe, in her first run for public office, gath- ered the most votes of the five candidates. Goss, made history by becoming the first person that will serve three consecutive terms on the council and Edward Garcia will serve another 4 years and may well be- come the city's next Mayor. The reorganiza- tion will take place at the December council meeting. The unofficial vote count as of Friday eve- ning is: Lowe 1,882; Goss 1,873 and Garcia 1,786.
