REGISTRATION REQUIREMENT 
Applicant: City of Sierra MadreProject Location: Properties in the City of Sierra Madre, County of Los Angeles, State of California 

The City of Sierra Madre gives notice, pursuant to State of California law, that the City Council will conduct a second 
reading to consider adoption of Municipal Code Text Amendment 17-05 amending Title 8 of the Health and Safety Code 
establishing Chapter 8.18 – Vacant Residential Property Registration Requirement. The purpose of the amendment is to 
establish a registration program for vacant properties in the R-1 Zone (Single Family Residential), R-2 Zone (Two Family 
Residential), Hillside Management Zone, and Residential Canyon Zone. The purpose of the requirement is to protect 

neighborhoods from the effects of vacant properties that are not adequately maintained and to address health and safety 

issues that may arise at the property. The registration requirement will identify three responsible parties that can respond 
to health and safety code violations. 

At the meeting on August 17, 2017, the Planning Commission conducted a public hearing and recommended to the City 
Council adoption of MCTA 17-05.

ENVIRONMENTAL DETERMINATION The Municipal Code Text Amendment is exempt from the California Environmental 
Quality Act (“CEQA”) pursuant to CEQA Guidelines §§ 15060(c)(2), 15060(c)(3), and 15061(b)(3). The Ordinance will not 
result in a direct or reasonably foreseeable indirect physical change in the environment; the ordinance does not involve a 

“project” as defined by Section 15378; and the ordinance is covered by the general rule that CEQA applies only to projects 
that have the potential for causing a significant effect on the environment. Therefore, it may be seen with certainty that there 
is no possibility this ordinance will have a significant effect on the environment. 

APPEAL: If in the future anyone wishes to challenge the decision of the City Council in court, one may be limited to raising 
the issues that were raised or presented in written correspondence delivered to the City Council at, or before, the scheduled

On November 14, 2017 the City Council of the City of Sierra Madre introduced for second reading Ordinance No. 1394, 
recommending adoption of amendments to the Municipal Code to amend the City Building Codes. The amendments to the 
Building Code would eliminate the permit requirement for fences up to six (6) feet in height and permit wood roof coverings 
on buildings except in the Very High Fire Hazard Severity Zone. This summary is published pursuant to Government Code 

Section 36933(c)(1) and a full and complete certified copy of the text of Ordinance No. 1394 is available at the Sierra Madre 
City Manager’s office located at City of Sierra Madre City Hall, 232 W. Sierra Madre Blvd., Sierra Madre, CA. Ordinance

In a recent broadcast news segment, Sierra 
Madre was called 'the Bible Belt' of the area. 
While that particular characterization of the 
city was challenged by many, it is true that 
certain activities are very much a part of the 
fabric of Sierra Madre. In particular, theAnnual 
Community Prayer Breakfast. On Wednesday, 
the Sierra Madre Woman’s Club held its 43rd 
event in the historic Essick House. The event, 
attended by a crowd that filled every room of the 
house, was a mixture of Clergy, residents, state, 
local and city officials, city staff and guests. 
It was a wonderful gathering of the diverse 
population of Sierra Madre. The breakfast 
also marked the beginning of 

the holiday season for many.

 The event was presided over 
by SMWC President Beverly 
Clifton with Patricia Jessup-
Woodlin as the Mistress of 
Ceremony. Thanksgiving 
remarks were offered by 
Father Michael Bamberger– 
Ascension Episcopal Church, 
Pastor Briant Cuffy – Bethany 
Christian Church, Deacon 
John Hull - St. Rita’s Catholic 
Church, Father Alan Phillip – 
Mater Dolorosa Monestary, A 
musical selection was played on 
the guitar by Cantor Richard 
Schwartz of Temple Beth 


REMEMBRANCE


KATHERINE BUCHAN 1948-2017 

Katherine Buchan, 68, of Sierra Madre passed away Wednesday, November 15th, 2017. She was born


December 21, 1948 in Pasadena, California. Daughter ofCharles and Grace Whitley. She spent her career as a nursein many different hospitals; she truly loved to care for people.

Kathy is survived by her husband, Ashleigh Buchan Jr of31 years, Sister Janet, three sons, Douglas Heiberg, JamesHeiberg, Ash Buchan III and wife Margy, two daughters,
Leslie Ary, Amanda Morrison and husband Mikah. Shehad ten grandchildren, Deven, Madi, Tanner, Tatum Luke,
Robbie, Nolan, McKenly, Emme, Maisyn and one great-
granddaughter, Paysli. She loved music and going to concertvenues with her husband. She loved Sierra Madre, football,
animals, cooking, but most of all she loved her family andfriends. She will be sorely missed.

Funeral services will be held Saturday, November 25th at3pm at The Episcopal Church of the Ascension, 25 E. LaurelAve, Sierra Madre followed by a ceremony at Sierra MadrePioneer Cemetery and reception at the Buchan Residence at185 Santa Anita Ct, Sierra Madre.

attendance was Steve Licata of the Bahai Faith.

 Guests were treated to a free breakfast served 
by members of the Woman’s Club included their 
famous special recipe quiche, an annual favorite. 

The Sierra Madre Woman’s Club, established 
as a voice for women in Sierra Madre in 1907. 
It’s purpose “is to promote charitable, civic and 
educational advancement and social activities.”
